Make a Hue/Saturation adjustment layer and click the Colorize box- then you can adjust the color and intensity with the slider controls. Additionally you can make a new layer and set Blending Mode to Color and paint on that with a large fuzzy brush in whatever color you want to tint with. There are numerous methods.
